“Article Seventeen (of the 1891 town meeting warrant) was the result of a petition by Henry N. Schmidt and others who lived near Turbat’s Creek to raise $1500.00 to build a bridge to Vaughn’s Island at the end of the Turbat’s Creek Road; or, if the owners of the island built it, to exempt them from taxation for ten years. The voters agreed to the tax exemption as long as the bridge and its approaches—which would be built in the vicinity of Schmidt’s fish house and would be free for public use—was built within two years and was maintained for ten years without expense to the town.”
