"The planning board completed its work on the town's comprehensive plan in time for the 1962 annual meeting, and Article Fifty-eight of the warrant asked, "Shall an ordinance entitled 'Zoning Ordinance for Kennebunkport, Maine; be enacted?' The answer was "no" by a resounding vote of 512 to 298. (Comprehensive zoning would fall again in 1967. Even achieving spot zoning was a struggle; a sign ordinance failed in 1963, although it passed in 1964.)"
